Follow the activation email. CPU/RAM changes require a full panel power cycle, while expanding the disk inside the operating system is a separate task. See upgrade data safety.
In-place downgrades are not supported. To move to a smaller service, plan a tested migration rather than assuming an image from a larger disk will fit.
